The pace of the global economic recovery and the speed at which international market demand rebounds are expected to moderate, placing considerable downward pressure on China’s economy. Nevertheless, the underlying fundamentals—characterized by strong macroeconomic resilience and a long-term upward trajectory—remain unchanged. Against this backdrop, China’s apparel industry is well-positioned to maintain stable and improving performance. Given the high base effect stemming from the industry’s recovery-driven growth in 2021 and the waning momentum of market recovery, the apparel sector is expected to operate at a subdued pace in 2022, gradually returning to a normalized recovery trajectory. According to the data, in an annual survey of 100 senior executives, 14% expressed a very optimistic outlook for 2022, while 23.8% were moderately optimistic. Executives with a neutral stance accounted for 51.7%, exceeding half of respondents. Thus, while most executives remain optimistic about the industry’s prospects for 2022, a sense of caution is also prevalent; meanwhile, 10.5% of executives held a relatively pessimistic view of the sector’s outlook for 2022.

2. In response to the “dual carbon” goals, achieve high-quality development.

In alignment with the “dual carbon” goals, the China National Textile and Apparel Council has launched the “China Fashion Brands Climate Innovation Carbon Neutrality Acceleration Program,” selecting 30 key brand enterprises, 60 manufacturing firms, and a number of priority industrial clusters to serve as pilot sites for carbon neutrality, thereby accelerating the development of a green, low‑carbon, and circular fashion industry system.

What the fashion industry, exemplified by the textile and apparel sector, must achieve is:

 

1. Integrate the concept of sustainable development into every stage of the industry—research and development, design, production and distribution, consumer use and care, and recycling—and promote green management across the entire product lifecycle.

2. Promote models such as flexible manufacturing and green consumption to achieve broad coordination and efficient utilization of resources, thereby advancing the coordinated development of the economy and society alongside ecological conservation.

3. Actively engage with the carbon‑trading market and fully leverage green financial instruments to support the green transformation of industries; digital technologies are reshaping industrial value chains, making them a core source of competitive advantage.

4. Leverage digital technologies to enhance carbon‑reduction management and analytical tools, making them more actionable and quantifiable.

5. Establish a sustainable fashion traceability system to promote transparency and environmental sustainability throughout the supply chain.
